Houses and flats should be given to the people without access to adequate shelter to achieve the public purpose for which the Urban Land (Ceiling & Regulation) Act has been enacted. Vacant land, which often is exploited, should not be given, or else the purpose for which this act has been enacted is defeated. To achieve this, a study group has made certain suggestions.
1. Selling the housing stock created on all lands vested with the government, and acquired through the Urban Land (Ceiling & Regulation) Act must be done only by government controlled housing development agencies and housing finance banks.
2. To encourage everyone to take up construction activities, they must have an opportunity to generate reasonable profits through better market price for the land under development.
