Houses and flats should be given to the people without access to adequate shelter to achieve the public purpose for which the Urban Land (Ceiling & Regulation) Act has been enacted.  Vacant land, which often is exploited, should not be given, or else the purpose for which this act has been enacted is defeated.  To achieve this, a study group has made certain suggestions.

1.   Selling the housing stock created on all lands vested with the government, and acquired through the Urban Land (Ceiling & Regulation) Act must be done only by government controlled housing development agencies and housing finance banks.
2.   To encourage everyone to take up construction activities, they must have an opportunity to generate reasonable profits through better market price for the land under development.

Due to the possibility of phenomenal returns, this key destination is now an attraction for scores of investors from other parts of the world.  For an investor intending to invest in real estate Kochi City now offers a wide variety of choices.  The amendments to the Urban Land Ceiling Act has now made it possible to own land in the urban centers and develop it according to ones own ability.  The investor friendly population of the city always welcomes people from any part of the world willing to make significant investments that creates job opportunities for all sections of the people.

When going back into the investment pattern over a long period of time in the past, we come to know that no proper investment in Kochi has ever stagnated.  People who have purchased land in the urban and semi-urban parts of the city have seen their investments appreciating like never before.  In some places the cost of land has gone up by more than 100 percent.
